Got curious and tried to look it up on YouTube. I didn't find that exact video, but found something similar with an explanation. They might be using them to remove dead flesh from necrotic diabetic something-whatevers. No sound on the video, but the YT description tells a little bit.
The same guy made another video, some of it consisting of pieces of this first video. This one has sound, and he actually explains what he's doing, but he tends to cut to other scenes mid-sentence. You can still kinda get what he means, though. Seventeen minutes long, so grab a snack.
