I could rip MOSS from a YouTube video, but it would be poor quality. 
They should, but Konami liked doing that with the boss songs for awhile (now they feck with them in a different way). Now they don't want to re-order the difficulties.

I think they meant to swap the steps, as in
becomes , and becomes . Using SAKURA as an example, its foot ratings would be 3/5/8/8/9 
to as opposed to 3/5/8/9/8, as it is now.
