Anywhere, really. However, if you're looking to upload simfiles here, you're going to have to get a user rating of 50 points or higher to request a category. My biggest advice for you is to interact with the community and make friends with others, which will then get some users to rate you higher.

And if you're really impatient, you could see to request being included in the 49 And Under category on here. Person who runs it hasn't been active in a while, but I'm sure a mod might let you in.
