It doesn't matter. You still need to ask for permission from the original author to use their simfile(s) as a base before you actually go ahead and do it.

I give credits to "hooky" for the simfile, I copy the steps of the video circulating on youtube, do not say I'm doing things without permission, is a free simfile, besides the original steps are still in the simfile

This. Honestly, it's not plagiarism. He just spent who knows how much time putting a DDR edit file together for a game that's been out mere days, and credited the creator of the simfile for the simfile bits. Let's treating nicely.

+5, because someone came to ZIv of his own vocation and gave us a brand new stepchart from a game that was released yesterday on the other side of the planet and all anyone can do is cry about it being based off of a simfile that contains copyrighted content taken from someone else without permission in the first place!!
