Does anyone know how the heck your suppose to use this system at all? I've tried searching Google and I can't seem to find anything. Thank you in advance for any sort of help in this matter.

You have to use the .ssc file format. If you look in the Docs folder of StepMania 5 you will find information on this type of file. Take an existing simfile and re-save it in Edit Mode in StepMania 5 to make a .ssc file and see how it looks.
Once you add a line in the .ssc file for the jacket image you still have to use a theme that calls for it (The default theme only calls banners and backgrounds).

Jacket files have either "jk_*", "*jacket*", or "*albumart*" in the filename, per Song.cpp of SM5

...isn't there support for making a line in the .ssc file to tell it exactly where it is? (#BANNER:; , #BACKGROUND;: , etc.)

Yeah, there's a #JACKET tag that acts exactly like those.
