Of course, if the banned user keeps making accounts, IP block.

Lol. Of course if banned users are smart then they'd proxy. I've been banned from 4chan at least 10 times for trolling. Obviously, I don't troll on forums where I'm not Anonymous though.

Al, something needs to be done about multiple accounts. We already had the problem with LBS/sonicboy2000, dynimite/mr_game_and_watch, and currently with standintallfor/cecil. I suggest putting up a warning when registering saying that you can see their IP address.

User Rating is for rating users' forum manners and conduct. They do not give you any special benefits. If a user rating gets to -100, that user will be banned.
Users with a very negative rating should improve their forum mannerisms and post quality to increase their rating.

What about ISP's, such as AOL and SBC Yahoo!, which allow you to log in under a different IP each time?
