There has to be something I did wrong with reCAPTCHA, because spammers are still registering.

No, because I do a Google search on their email accounts and they are all spam accounts.
I did check the botscout page via Google search and the recent one is a spam account.
There has to be something wrong I did.

Try adding more fields to the Registration like Questions along with reCaptcha. And as I have said, if that fails, try a different forum software, or if you want to continue using phpBB3, a new host.

DDRUK has had manual account activations for years.
Secondly, Recaptcha only checks one of the two words - the other word you type is scanned from a book and it doesn't matter what you put there.
