I'm kind of embarrass to create a public form for this (especially since there is a form called "CD + banner jacket") but does anyone have all these images or could tell me of a program(s) to access and convert the TIM files for Stepmania? All of the PSX rippers I tried didn't work.

You can find these by going to Games>Song Search and looking up the individual songs. The song's page will have those graphics at the bottom.

Have you tried using texmod? Texmod is the ripper that I use, and I occasionally use it for my CD+Banner jacket packs to rip the vinyl records for each song in DDR club.
If texmod won't work, try using a different video plug-in for EPSXE like Next3D, which I use with texmod to rip textures.
