Is this, by any chance, what's going on?
The green virus balls are correctly colored in both images. On the right, however, the cyan rings and particles are yellow and the rotating red shards are blue.
What's going on is the blue and red channels are swapped. You can easily fix this with a program that is capable of "Channel Blend";
Sony Vegas's Channel Blend plug in allows you to shift color channels. Simply swap the blue and red channels, and...
It's fixed.

Download that dds channel fixer, extract the contents into a folder with all ripped dds files and run the batch file. All dds texture images will return their original colors. Then covert dds to png.

When you dump sprites from PS2 the channels are swapped in BGR, you only need to change it to RBG, use xnview, it support batch process, and any popular image format, just pick the images, press ctrl+u, on the windoe that opens pick the tab "transformations" and from the treeview pick map->swap component and then the option RGB->BGR that will fix alll the dumps with one click

Set your LifeBar frame's draworder to 2 (assuming that you're using custom actors) while LifeP1 and LifeP2's draworder to 1.
