Is there any sort of tool out there that can convert a lot of ratings at once? I know the waiei theme used to have something like it but the new theme doesn't have that any more, it only has the level 100 thing that doesn't really make much sense to me.

Shakesoda made a python tool for it a long time ago.
Fetch python 2.7 from python.org, and read the description in this script and use it.

So from what I can see this converts 20-foot scale ratings to 10-foot by dividing them by 1.5. Now how would you make it multiply by 1.5 instead to achieve the opposite?
Also a note @OP, this method will NOT exactly give you the most accurate song ratings. You might feel some songs are harder/easier than their resulting rating implies. Just saying.

Replace Line 59 :newdiff = max(round(diffline / 1.5), 1)
by
newdiff = min(round(diffline * 1.5), 20)
Which is not really useful cause all 10s would be 15s.

It is useful for 13-foot scale ITG ratings, which I accidentally referred to as 10-foot by mistake out of habit, so I apologize for that.

Pretty much this. It's not exactly a linear conversion, especially on the upper end of X scale when those charts tend to just be all over the place in terms of difficulty. For stuff 15 and below it's generally a good estimate to go by though.
