.. I can access this site using phproxy using Chrome.
Also, I am more surprised that I can access this site via Android smartphone without using phproxy.
Is there something wrong on my Chrome? How can I fix this?

Maybe your ISP bans this site? I don't know why they would do that, though. Maybe try deleting your browsing history, cookies, etc. and try again?
