Not necessarily, although they usually appear on Fridays. They used to pop up every 4 weeks or so but recently it's become every 2 weeks...

Also, can someone tell me where to find the 360x360 jackets? I'm assuming they're somewhere in the file system (I hope that doesn't count as hacking)

Actually, what I and the others have been doing are screencaps. You have to be on a retina iDevice (in my case, an iPad, though I think maybe iPhone works as well?) and use a quick combination of the home button and the power button to save a screencap (of the song's difficulty screen) to your Photos. Personally, I then use my Dropbox to access my Photos app for quick uploading.

I don't think iPhones work. My screenshot size is 577x1024, leaving the jacket size to be about 160x160.
That being said, could someone screenshot the two new jackets so I can update the wiki? If it's not too much trouble.

So, I think that the packs come every 10 days, because they've been alternating between Tuesday and Friday recently.
Edit: Music Pack 62 is out, featuring 4 of the 5 songs from colette Pastel Wonder Traveler. This also confirms that packs now come out every 10 days.

Music Pack 63 is out, featuring two Konami originals from Groovin!! and two songs from the Minna de Uchuu Sensou event from Summer, leaving Zirkfied and Kodomo Live to be the last ones released from that event. We should be seeing Zirkfied and CLAMARE in the next couple of packs. I was worried that they weren't gonna release a pack this week.

Considering how long it took us to get Vertical Objects and we still haven't seen SPECIAL charts, I wouldn't hold your breath.

Guys, for real? It's way too early for a groovin' theme. Besides, we haven't gotten all the unlocks for colette yet. We... probably haven't officially gotten half of them, yet.
