The "Combating Online Infringements and Counterfeits Act" (COICA) is an Internet censorship bill which is rapidly making its way through the Senate. Although it is ostensibly focused on copyright infringement, an enormous amount of noninfringing content, including political and other speech, could disappear off the Web if it passes.

The main mechanism of the bill is to interfere with the Internet's domain name system (DNS), which translates names like "www.eff.org" or "www.nytimes.com" into the IP addresses that computers use to communicate. The bill creates a blacklist of censored domains; the Attorney General can ask a court to place any website on the blacklist if infringement is "central" to the purpose of the site.

If this bill passes, the list of targets could conceivably include hosting websites such as Dropbox, MediaFire and Rapidshare; MP3 blogs and mashup/remix music sites like SoundCloud, MashupTown and Hype Machine ; and sites that discuss and make the controversial political and intellectual case for piracy, like pirate-party.us, p2pnet, InfoAnarchy, Slyck and ZeroPaid . Indeed, had this bill been passed five or ten years ago, YouTube might not exist today. In other words, the collateral damage from this legislation would be enormous. (Why would all these sites be targets?)

There are already laws and procedures in place for taking down sites that violate the law. This act would allow the Attorney General to censor sites even when no court has found they have infringed copyright or any other law.

Ok. So the US and EU are now trying to pass a law which will take down tons of websites which they think contains copyrighted materials. If this bill is pass through, this might means the end of Z-i-V, bemanistyle,outphase and a lot more others, since all the stuff here are basically copyrighted materials from Konami... Neutral Leaving another great internet firewall similar to China...

Actually, not entirely true. It interferes with the DNS but doesn't take the websites down completely as you could still access sites via their IP address (oddly, the ip for this site didn't work the way I thought) but google http://74.125.47.99/ works fine.

Daiz: Not necessarily. Anyone who has technical experience in setting up webservers will tell you that some websites share the same IPv4 address, using the domain name query to "select" the website.

Not necessarily will the website go "offline" as such, just any websites set up like that whose domain names get blocked from DNS will become inaccessible to all.

I wonder what would happen to Youtube if this passes, as almost everything there is copyrighted material.Surprised

I think this is a law that seems scary on paper, but really isn't. I think it will mostly target down pirated sites.

There's a big difference between removing a video, and removing a site. I would assume that there is much more care in removing a site.

It'll just affect piracy / racial hate websites, making them harder to access for the majority of people, and create new, more reliable channels for piracy.

Fixed to my tastes. But yeah, this bill is quite annoying. Z-I-v I think would be safe, because it's a fansite. I think fansites would or should be safe from this bill. In not, riots would probably start up.

I find it funny that they are trying to do this. It won't work. People will find ways around it. Sure they'll be fixed after, but that doesn't stop some people.
This about as funny as that person that called the internet a series of tubes.

I think the quote in the opening post is really skewering the meaning and intent of the bill. All I see is the common slippery slope "hey, first they're shutting down pirating sites, next they'll be censoring the entire internet!". Well, no they won't because they define in the bill what constitutes an "infringing website". They say the only websites that can be locked are sites that are exclusively for pirating copyrighted material, so youtube/megaupload/ZIV should be safe.

You can't be suprised that the government and media companies would try to crack down on internet piracy. Heck, the music industry is in trouble right now because no one wants to pay musicians for their music anymore. Companies are loosing money on the products they are creating and it's the government's responsibility to enforce laws. It's kind of hard to make a case against it really other than "but I like being able to download stuff for free".

There is the chance the bill is misinterpreter on the web page. If there is a change, I bet it will be sties like MegaUpload and SoundCloud can ban your account if you have copyrighted content on there site. I highly doubt big name sites will get axed.
