As title said, what should I do/don't do when uploads User Simfiles?
Does ZIv has rules/agreements about Simfiles Uploading?

I really want to know, because I don't want to do wrong things

You should not have any problems as long as you give credit to the proper person/people.

Example: You download some random simfile and decide to make charts of your own. Simply credit the original source in the simfile information page. And if you want, you can link the original source out of courtesy, but is not necessary.

Looking at the two simfiles you have uploaded, you are on the right track when it comes to filling out the information. So just keep in mind to give credit where it is due and you should be safe from any problems.
