It has not changed since the last time you checked. Post-RoXoR, the scale has been expanded by the ITG community.

Fair enough, but it's more along the lines of "ITG uses the DDR 1-10 scale +5" to prevent difficulty ambiguity towards the top of the scale.

No, but you do see people calling it the 1-20 scale even though there are no 20s in the series.

You're missing the point. The official 1-13 scale does exist, but like the 1-10 DDR scale it's outdated and replaced with something newer. The only In The Groove rating system in use anymore is 1-15. There are simfiles that hit 16, 17, etc... but that doesn't automatically increase the scale, the general consensus is anything harder than a 15 is still a 15.
I can refer to the official scale for In The Groove for you if that's your issue. But doing so just closes the gap with Viper's scale even more so... which is why I brought it up in the first place.
