Once I have reached 50 points, does the option to upload my simfiles become available automatically or does it need to be acknowledged to someone and then permitted? Also...

Also RemixLover87 I think you're simfiles would be nice. Also if no one answered you're question, to make banners you would use Adobe Photo Shop or I use Paint.net (Not MS Paint) Hoped that helped.

Because people don't know how to rate properly.
Best thing to do is to not complain about your rating and just work on improving it (quality posts/no spam or anything like that).

^ Not sure if this is any help to you, but it seems a lot of your posts are small, "one-word" statements. It's kind of the idea that if you're on a forum, only say something if it adds to discussion. Just saying "thanks" or "cool", or even "I agree" aren't really enough to warrant a post.

I suppose getting your own simfile category at 50 rating could be a kind of prize for those who are in to simfile creation.

Another thing you can do is lurk around the forums a bit. Rules are pretty universal and you should always try to post when it's meaningful. Every forum has its own communal atmosphere though. You can't really grasp it unless you spend some time reading instead of posting.
