Arch0wl
Had an awesomely bad attitude and his keyboarding skills were featured on College Humor.
Cellophane Girl
Loved her taste in Goth rock and her steps.
Dark Luke
Also love his tastes in Goth rock. His Stepmania packages often featured rare music videos.
Krishach
Created Stepmania packages for Anime Music Videos Org videos right before Bemanistyle's user generated content server went down.
MJemirizian & Udderdude
Teamed up to make step chart magic. Wrote step charts for DDR Non Stop Mega Mix songs.
Nifta
Covered too many styles of music to summarize. Through him I discovered Comic Bakery. The spelling error version of cruelangel was featured in DDR Animix uncredited.
NVLM_ZK
Very talented, but was a total emo. Once contemplated suicide on Bemanistyle's forums. Also made strange accusations of racism.
Ocfernan
All time great 5 panel step chart writer and was featured in the Bemanistyle 2003 packs.
Penguin Man
Wrote cool charts for disco, Christian rock and Bemani songs.
Zanaso Bayncuh
Good charts, great taste in music, total elitist though. He had an attitude of what constitutes dance gaming greatness and let that get in the way of his forum personality. He mostly wrote single slotted Stepmania packages and was very anti Pump It Up.

There was an old simfile artist named dokurorider back when Bemanistyle was in its simfile prime. He had some amazing stuff.
w1p3out is another fantastic simfile artist. His stuff is what kind of got me started on bemani simfiles. I don't know if he still makes files now a days or not.

Dokurorider is the most major step chart writer I forgot to write about. He created so many StepMania packages that he categorized is his work in several different folders such as Dokurorider Guitar Freaks 4th Mix and Dokurorider Sonic The Hedgehog.

A serious post this time:
BeMaNiRuler:
The simfile artist of the early 2000s. Mostly did simfiles based on IIDX songs, most notably V, A, G2, and Colors.
DukAmok:
Worked as a step designer for Konami for a very brief time; as far as I can tell, he only worked on Universe 3.

Without that, I'd not want to play anymore.
WinDEU (series), Taro(uk srt), Puuro (Eros and Apollo), warpdrive (I loved Super Hyper Happy Hardcore Fun Time!), and other stuff get me to play because they are fun. If I like a song, I'll add things together that mimic taro/windeu's style of their srt work from time to time to a song.
There are a lot out there to play...but some aren't so great. Sometimes they are fun once, but never again. Other times you just feel like having another shot at them.
I just don't really have much inclination to play aside from that.

It loves you too, thank you! :3
Yeah, I'm with you, most of the stepmania stuff I play is gimmick stuff, aside from looking at charts to try to pass when I go to play ITG.
In addition to your list, I'd add SteveReen and Zetorux for their pair of pony minigames, Miko for his Touhou stuff, and Rygon for his SM5 madness.
On the non-minigame side, I tend to remember individual charts instead of people, and I feel pretty bad that I don't keep up to date with a lot of the packs from here so hopefully I can do that at some point.
Some of my favorite charts right now are:
Doppelganger (Hiryuu)
Vikingford Retaliation (Aoreo)
Electrocatalysis (Arvin)
Liar Love (Xynn)
The Power (Rynker)
So I guess them lol.

*bows*I'd also like to give a shoutout to Vincent Kim for his rather large collection of pump simfiles, all of which are of great quality.

Good charts
Lol. His charts have aged horribly, and I didn't even think they were great back in 08/09. I crossed paths with him briefly just as I was starting to come up in the ITG scene and he wasn't just an elitist, he was completely delusional about his own skill level. His simfiles were a laughable mixture of bad audio quality, inconsistent syncing, hideous graphics, and lackadaisical patterning and rhythms. I still have yet to meet an ITG player who's even heard of him, let alone played any of his charts.

I've also noticed that DanielBMS mentioned step artists from way back in the day. To be honest, it seems to me that he likes to live in the past and focuses a lot on nostalgia, which isn't always a bad thing, but you can't live in the past forever.

Chewi☆
He was the one who inspired me to start making mixes thanks to Mania Mix, and his presentation is always very professional.

Since we always had an oITG nearby (which sadly was moved last October), there were many of the Divine Elegy regulars' packs on the machine. The ones most accessible to me, an average DDR player starting to get good at bosses, were the mudkyp packs, especially the Korean ones given that I originated from the Pump it Up series. Always around level 9 and nicely written with some gimmicks to acclimate yourself to them, they really did help me build up my skills for the final tournament.

I know he's known for other things, but his collaboration with our TrotMania team for the Cloudsdale EVOLVED Challenge charts was just amazing. He made it feel perfectly like a DDR boss song and very successfully trumped my Expert charts.

If there was one person I aimed to rival back in my prime that wasn't Daiz, it was this guy. Great person, great attitude, great simfiles...and could churn out a TON of great content that was very enjoyable. It was very hard to hate on what he came up with and a good majority of the time he focused on things no one else covered, something I still strive to do. The only thing I can say is he never really took too many risks. Much of his simfiles were made just to be fun and nothing more than that.

Thanks. I was under the impression I was getting a lot of heat for that simfile because of how destructive it was...

I'll give the team this much: they had taste. Very good taste. The charts could be a bit better though. There were definitely a few that were off-sync or just reeked in some of the more experimental charts that they had. Some of their early work definitely could have been better. Spork! could tell you that one, since he apparently plays Double Orbit from me still - I got the influence based on the very same simfile but I redid it to what I thought it could have been and it performed a bit better.
And god some of Emirizian's double charts on ITG holy crap. Barf.
EDIT 2: Watch me just go through this thread now and share how old I am...

BMR: Again, one of those people with taste but certainly no sync. Considering he was pretty much as good as it got back then, though, there's much to be said about how we've progressed since then. I think another notable one would probably be Pulse from him. That was more of a rite of passage for us back then to at least AA/FC or better.
DA: Ah yea...keyboard-senpai. I remember him and his charts well. I also found it odd when the people from Konami mentioned to BMS at the time that specific hiring and I think it was right before Supernova was a thing. I know it was back in 2006 or so and I know because I actually tried out for it myself, sending PMs back and forth to one of the reps there. Problem was they were only interested in California residents, which I certainly wasn't, and they were willing to work in correspondence.
